Roles and responsibilities
The Director of Community Infrastructure leads the Community Infrastructure Department.
The Department is responsible for the asset management (provision and maintenance) of most of Council’s infrastructure. This includes roads, drainage, water, sewage, waste management, parks, sporting fields, passive areas, pools, community and operational buildings; and also, direct service delivery for pools, water and sewer and waste and recycling collection and management. About one hundred team members work together achieve a work program across a diverse range of works and services with an annual budget in the order of $35M.
Principal activities
Water and Sewer
Responsible for all water supply and sewage services.
Waste Management
Responsible for all solid waste collection and management including recycling
Roads and Drainage
Includes responsibilities for: road maintenance and construction; car parking,; traffic management; pedestrian and cycleway facilities; stormwater management and flood levee management.
Recreation and Buildings
Includes responsibilities for swimming pools, community and operational buildings, sporting grounds and amenities as well as parks and gardens and passive areas and some high profile road verges and medians around the towns and main streets;
Other responsibilities
The Department also has a strong input on land development assessment and control of works to ensure that the quality of assets taken up by council as a result of development meets specified safety, environmental and quality standards. The Community Infrastructure Department also looks after Local Traffic Committee matters and controls road opening permits, permits for structures on roads, road opening and closures and so forth. The Roads & Drainage Team is also Council's emergency response team providing essential support to the community during floods, storms, major accidents and chemical spillage’s, as well as providing assistance to bushfire control agencies. They also assists with community based activities such as the Spring Carnival, Australia Day celebrations, ANZAC Day commemorations and various tourism promotions. They also operated the plant fleet, and operate the depots and store.
The Department is structured in four teams.

The Technical Services team provides survey, investigation, design services; undertakes asset planning and coordination and facilitation of asset management and asset risk management plans, systems and procedures; provides traffic management advice; manages road opening and closing; manages engineering aspects of development assessment and control; strategic infrastructure asset planning and input to development and strategic planning policy. They also provide specialist services in project management of special projects; Eg, Denman Community Centre, Muswellbrook Library etc.
