The provision of water and sewage services is a basic essential public health service to the community. 

Upgrading and replacing components of the water and sewer networks including reservoirs, treatments plants, pipes, fittings and pumps is scheduled in Council's Water and Waste Department 30 year Capital Works Programme.  As an asset is updated, it is entered into the asset database with a projected working life, e.g. 50 years.  Funding is allocated to the capital works programme on the basis of this information, thus ensuring that the water and sewer assets are always fit for the purpose of providing the service intended.  Ongoing assessments are made of the condition of assets in order to refine their expected date for replacement.  This process ensure that unplanned failures in the system are minimised, and that a high standard of public health and lifestyle is protected.  In this way, Council is able to maintain a viable system of water and sewer networks.

The above condition assessment process involves investigations to gauge the current condition of assets in the ground.  An important part of this process is having the sewer mains cleaned and their interiors videotaped.  These recordings allow Council to view the inside of the sewer network and determine where work is required, before problems actually occur.  Common issues identified in this way include intrusion of tree roots, pipe cracking and joint splitting.
