Before lodging the application, it is wise to contact an assessment planner and building surveyor to discuss the proposal. All of the following must be submitted before the application will be considered:

Construction Certificates

When is a Construction Certificate Required?

Construction Certificates are required before building works receiving Development Consent can proceed.

Complete detailed drawings including landscape and engineering details are required with a Construction Certificate application. It is not possible to issue a certificate "conditional upon such details being submitted later”.

You may use a private certifier to issue the construction certificate, in which case the only role of the Council is to receive and file the certificate and drawings and make them available for public inspection on request. A fee may be charged for this service.

If you choose Council as your certifier, Council conducts all necessary inspections. Details of when the inspections are required are included in the conditions of Development Consent. It is the applicant’s responsibility to contact Council when these inspections are due.

Documents Required

An Development Application (DA) & Construction Certificate (CC) Application, with 3 copies each of:

  • Site plan showing existing structures, easements and distances to boundaries

  • Working drawings, including fully dimensioned elevations, sections, floor plans

  • Details of termite protection, bracing and tie-down

  • Design of footings and structural members by a suitably qualified structural engineer

  • Specifications

  • Owner’s consent on the application form where owner is not the applicant

  • Proof of Home Building Act Insurance for contract work greater than $5,000.

  • Septic Tank Application Form (in unsewered areas) with full details.

This may be lodged separately from the CC application.

  • Payment of fees in accordance with the schedule overleaf

  • Owner- Builder’s permit for owner-builder jobs greater than $5,000 will need to be provided before approval is issued.

Lodging a Combined DA and Construction Certificate

A development application and a construction certificate is required for building works unless otherwise specified in Council’s Development Control Plan for Exempt & Complying Development.

Use Council’s Development Application (DA) & Construction Certificate (CC) Application for combined applications. Answer all questions including those on the back of the form, although these may not be relevant to all applications.

Ensure that all required details are submitted, including engineering details. Approval to build cannot be given "conditional upon" later submission of such information.

Certain work does not need an approval and is known as “exempt” development. Categories of exempt development, such as small pergolas, single carports and decks are noted in the Exempt and Complying Development Control Plan (No. 12), a copy of which is available in the “Policies” section of this Site or for purchase from Council. Please check the “Circumstances where exempt” column to see if your proposal is exempt.

Where aspects of a proposal need to be determined before detailed drawings are prepared (e.g. views, building height, setbacks, access and overlooking) it may be useful to submit outline drawings for a preliminary assessment.
