The Muswellbrook Shire Council Our People Capability & Behaviour Framework provides an understanding of the fundamental capabilities and behaviours required to perform effectively and achieve Council’s strategic goals. The Framework applies to all employees in our organisation, and is linked to Council’s Organisational SPIRIT Values.

The Framework describes the six core capabilities that apply to all Council employees: Ethical Behaviour, Resilience, Effective Communication, Collaboration, Accountability and Achievement. A further two capabilities are for employees that directly supervise others: Management and Leadership. Each capability provides descriptors over five cumulative and progressive levels, from transactional and operational capability, Fundamental, to tactical and strategic capability, Expert.

Further to the capabilities outlined in this Framework, Job Specific Key Accountabilities provide a high level description of the outcomes each position is expected to deliver. These accountabilities are outcomes focused and specific to each position at Council, and should be considered alongside the Our People Capability & Behaviour Framework.
