Public Exhibition of the Draft Financial Reserve Management Policy
At the Ordinary Meeting of Council held at Muswellbrook on 27 May 2025, Council endorsed the Draft Financial Reserve Management Policy – MSC20E, for 28 days of public exhibition via Council’s website, from 29 May 2025 to 26 June 2025.
The Financial Reserve Management Policy (the Policy) provides the framework for the establishment and management of externally and internally restricted financial reserves and unrestricted cash.
The Policy was last adopted by Council on 5 April 2022 and is one of Council’s key financial policies that is required to be reviewed and readopted within the first 12 months of the term of each new Council.
A review of the Financial Reserve Management Policy has been undertaken and the draft Policy is on public exhibition until 26 June 2025.
By resolution of Council, if no submissions are received during the exhibition period, the policy will be adopted on 27 June 2025.
Submission Guidelines
We invite your feedback and submissions will be accepted until close of business on 26 June 2025 and you should quote Draft Financial Reserve Management Policy.

Submissions are used for the purpose of considering the specific document on Public Exhibition and become a record of Council. Any personal information you provide to us will be used and disclosed for this purpose, or a directly related purpose, unless you consent to another use or disclosure, in emergencies or as otherwise required or authorised by law. Submissions are considered open access information under the Government Information (Public Access) Act 2009 and may be included in Council’s meeting business paper and accessible to the public on Council’s website.

You also have the right to have your personal information corrected in certain circumstances (e.g. if it is inaccurate).
