In accordance with Section 377 of the Local Government Act, 1993, Council may, by resolution, delegate to the General Manager or any other person or body (not including another employee of Council) any of the functions of Council, other than those stipulated in the Act.

The General Manager then sub-delegates the various functions to staff (in accordance with Section 378 of the Act) which allow staff to implement Council’s decisions and to function as required in their respective roles.
