Development Contributions

Development contribution plans outline the payments made by developers to Council to help fund new and improved facilities and services required for residents and businesses in the local area

Development contributions (under Section 7.11 and 7.12, and formerly Section 94 of the Environmental Planning and Assessment Act 1979) are payments made by developers to Council to help fund new and improved facilities and services that are required for new residents and businesses in the local area.

Development contributions ensure that developers and businesses contribute towards the cost of infrastructure needed to support new communities such as new roads, community centres, libraries and recreation facilities. Details of the contributions that apply to a specific development proposal will usually be detailed in the Notice of Determination of Development Consent for the Development Application or referenced in the Complying Development Certificate for Complying Development.

Contributions are required for a range of developments such as subdivision, medium density housing, commercial and industrial development and tourist facilities.

Information about development contributions can be found within the individual Contribution Plans, which also identify the types of development that may require payment, as well as the formulas for calculating the payments and the facilities and services the funds will be spent on. These contributions are subject to CPI increases per year and the updated prices can be found in Council’s Fees & Charges document.
