Muswellbrook Shire Council will support a major commercial enterprise on its own land, calling for expressions of interest in a new build-to-lease development.
By calling for non-binding expressions of interest for Council-owned lot 9, 29-33 Glen Munro Road, Muswellbrook, Council has flagged the project in the Thomas Mitchell Drive Precinct as an opportunity for renewable energy, agri-tech or advanced manufacturing.
Once a commercial partner is confirmed, Council will design, construct and lease an industrial building of between 4,000 and 7,000 square metres on the 9,547 square metre site.
The land is fully serviced with power, water, sewer and NBN connection, as well as heavy-vehicle access, stormwater infrastructure and sealed roads conducive to industry.
The land, Zoned E4 General Industrial, is ready for immediate development and suited to a wide range of commercial and industrial uses.
Muswellbrook Mayor Jeff Drayton said the build-to-lease development will hold significant potential for the successful commercial applicant.
“This land is close to the New England Highway, with direct links to the Hunter Valley rail corridor and the Port of Newcastle. It’s also within short haul distance of BHP Mount Arthur, Bayswater and Liddell,” Mayor Drayton said.
“With this build-to-lease project we’re doing something remarkable for a regional council – investing in purpose-built industrial facilities, partnering with business from the ground up and stimulating the jobs and infrastructure we need in Muswellbrook Shire.”
With close access to the campuses of both TAFE NSW Muswellbrook and the University of Newcastle Upper Hunter, as well as the MELT Modern Manufacturing Centre in the Hunter Innovation Precinct, businesses setting up in Muswellbrook stand to benefit from a skilled, locally trained workforce and regional industry partnerships.
The build-to-lease development aligns with Council’s strategy to diversify the local economy and attract new industries as Muswellbrook Shire looks increasingly to advanced manufacturing, renewable energy and circular economy enterprises.
The build-to-lease model allows Council to deliver purpose-built industrial premises for tenants that meet identified industry needs.
Council’s preferred partners are organisations in advanced manufacturing, waste-to-resources recovery, renewable energy, circular economy and agri-tech – identified growth industries in Muswellbrook Shire.
Expression Of Interest (EOI) submissions will be assessed on lease-term commitment, industry alignment, job creation, fit-out requirements and readiness to occupy.
Council is seeking lease terms of five to 10 years with options for extensions, with a target six per cent net return on investment.
The non-binding expression of interest closes at 2pm Friday December 12, 2025, with a site visit scheduled for 10am, Thursday November 20, 2025.
