Roads and Drainage Capital Programs
Muswellbrook Shire Council’s Operational Plan requires the timely and budget-conscious delivery of an approved Capital Program that also adheres to the applicable design and construction standards. To ensure successful execution, Council employs a comprehensive approach, which involves identifying sections of roads and road assets, including footpaths and kerb and gutter infrastructure, that are in need of renewal.
This identification process is driven by asset condition assessments and the prudent application of risk management principles. Subsequently, road assets earmarked for renewal are ranked in order of priority based on their associated risks. Renewal projects are undertaken as funding becomes available.
It’s important to recognise that the lists of assets requiring renewal exceed the available funding for any single year. Therefore, projects are funded up to the limit of the allocated budget, aligning with the established priorities. This approach ensures responsible resource allocation while addressing the critical renewal needs of our road infrastructure.

Investigation and Design
Undertaking investigations and preparation of detailed designs allows Council to prepare for future construction programs. In addition, the development of civil designs, well in advance of any intent to construct, also facilitates improved planning, cost estimation and grant funding applications.
Council endorses a list of projects for Investigation and Design based on roads and drainage projects identified for future Capital Works construction programs. These future Capital Projects are identified as requiring upgrade, replacement and/or renewal through methods such as asset condition assessments, risk inspections and customer reports.
