About the Project
Works are scheduled to commence on the Hill Street car park adjacent to the Muswellbrook Marketplace. With an aim to improve the grades and access within the car park, the works will involve construction of retaining walls as well as new kerb and gutter, asphalt pavement and garden beds.
The construction will be undertaken in 3 stages of work:
- Within the northern area of the car park
- Southern area of the car park
- Asphalting and landscaping of the whole car park
The works are scheduled to commence with stage 1 on Thursday 16 March through Council’s appointed contractor Wear Construction Pty Ltd. During this period, this area of the car park will be closed to the public.
During the period of construction, there will be disruption to normal parking arrangements; however, the aim in undertaking the work in stages is to allow for limited parking within the car park as well as access to the ‘Return and Earn’ wherever possible.

Project Update 14/04/2023
Council’s appointed contractor Wear Construction Pty Ltd has progressed to stage 2 of construction on the Hill Street Car Park Improvement Works.
For the duration of the stage 2 works, which is estimated to be 2 weeks (weather permitting), the Return and Earn will be closed to ensure safe completion of the work. The community is encouraged to use the alternative Return and Earn point located on Sydney Street until we can restore safe access to the car park’s return point.
Thank you for your patience while we work to deliver these improvements.
Project Update 18/04/2023
Stage 2 works this week include construction of a retaining wall to assist in levelling up the south side of the carpark and to facilitate the installation of an electronic vehicle (EV) charging station. Council have been investigating options to facilitate and improve parking and safety of users for point to point transport options (ride share and TransCare buses) at the Muswellbrook Marketplace entry.
Users of the Return and Earn are advised that unfortunately there will be interrupted access to the return point during the period of construction. The community is encouraged to use the alternative Return and Earn point located on Sydney Street until we can restore safe access to the car park’s return point.

Project Update 1/05/2023
The public car park off Hill Street, adjacent to Muswellbrook Marketplace, will be closed from 2 May 2023 due to construction works.
Access to the private car parking adjacent to this location will be via Brook Street. Pedestrian access is still available, and access to the rest of Muswellbrook Marketplace parking is available via Brook and Sowerby streets.
This closure is required to ensure the new car park surface can easily transition to the existing entrance landing, and Council thanks the community for their patience while we work to deliver this project as efficiently as possible.
Project Update 2/05/2023
Improvement works are continuing with the last section of concrete kerb to be poured next week. The remaining works include pavement asphalting, line marking, installation of wheel stops, landscaping and installation of an EV charging station.

Project Update 8/05/2023
Council is proposing some changes within the carpark to facilitate better access for Point to Point transport operators and passengers at Muswellbrook Marketplace. The new location will provide a designated undercover parking area for this type of transport, improving the safe access to the centre.
Final kerb and gutter construction has now been completed, this includes the remedial entrance for bus access. Next week, water supply to gardens will be installed and asphalt preparation will take place. Customers and users of the carpark are advised that there will be an interruption to the access off Hill St on Monday morning to undertake trenching for electrical supply.
Project Update 15/05/2023
The installation of water supply to the gardens is in progress and the landscaping of the gardens will commence next week. Council is awaiting delivery of handrails (due next week), and asphalting of the pavement will be carried out on the 22 and 23 May. During this period the carpark and return and earn will be closed to the public.

Project Update 23/05/2023
The public car park off Hill Street, adjacent to Muswellbrook Marketplace, will be closed from 23-25 May 2023 due to asphalt pavement construction works. The doors at the north entrance of Muswellbrook Marketplace (near Muswellbrook Chemist) will also be closed to reduce pedestrian movement near the construction site.
Access to the private car parking (Fyfe, Happy Tooth and Joblink) adjacent to this location will be via Brook Street. Access to the rest of Muswellbrook Marketplace parking is available via Brook and Sowerby streets.
This closure is required to ensure the new car park surface can easily transition to the existing entrance landing, and Council thanks the community for their patience while we work to deliver this project as safely and efficiently as possible.
Project Update 30/05/2023
Asphalting of the pavement is complete and stick and stomps are in place. Line marking will be undertaken when asphalt allows. The public now have access into the car park via Hill Street. The handrails and trolley bay installation is in progress, and the garden beds are yet to be completed.
Project Update 5/06/2023
Pending works include the heavy patching and drainage for the ride share drop off area. Quotes are being received for the installation of an EV charging station in the carpark.

Project Update 19/06/2023
Works are progressing in accordance with the project schedule. Heavy patching for point to point transport has been completed, and the trolley bay railings have been installed. The garden bed irrigation works are continuing.

Project Update 17/07/2023
Electrical works are underway for the EV charging station.
Project Update 3/08/2023
Works to place line marking and traffic facilities within the carpark were undertaken this week. This project to improve the carpark is now mostly complete, with only the Electric Vehicle charging facilities to be installed.
