Meet DAISY (Development Application Information SYstem), Muswellbrook Shire Council’s AI-powered chatbot. DAISY appears on our Development webpages and is designed to guide you through the early stages of preparing a development application (DA) for residential development.
What is DAISY?
DAISY is a generative AI assistant. It responds to your questions by creating helpful, easy-to-understand answers based on planning rules and requirements.
As a new technology, DAISY is continually learning. While it aims to provide accurate and helpful guidance, it may not always have perfect answers. Over time, it will improve as more people in our community use it.
DAISY is available 24 hours a day, 7 days a week to help you:
- Understanding planning requirements
- Prepare for your application
- Feel more confident before lodging your DA
What DAISY can help with
Daisy can support you by:
- Explaining residential planning rules relevant to Muswellbrook Shire
- Identifying which documents are required for your development application
- Checking and validating uploaded documents
- Creating a submission-ready document pack for the NSW Planning Portal
- Helping you understand what type of approval your project may need
- Answering general questions about:
- Local Environmental Plans (LEPs)
- Development Control Plans (DCPs)
- Other planning controls and policies
What DAISY cannot do
DAISY is designed to assist, not replace Council processes. It cannot:
- Make decisions on development applications. All decisions are made by Muswellbrook Council planning staff
- Submit applications on your behalf. All DAs must be lodged through the NSW Planning Portal
- Track the progress of your application. Use the NSW Planning Portal or Muswellbrook Council’s Development Application Tracker
- Provide detailed advice for complex or non-residential developments

Getting started with DAISY
Look for the DAISY pop-up on the lower right-hand side of our Development pages. When you click on DAISY, you will be redirected to a third party website which hosts the DAISY platform.
Enter your address and begin your planning journey with Muswellbrook Shire Council. Your information will be stored securely and in line with Australian privacy laws. This allows you to save your progress, upload documents and return later. Your information is stored by Microsoft Azure which is cloud computing platform.
Feedback and support
We are continuously improving DAISY based on community feedback, and you can provide feedback directly through the DAISY interface.

Frequently asked questions
TopDAISY helps with residential development questions such as what planning rules apply to your property, what application type you may need, what documents you may need, and how to prepare your application for submission on the NSW Planning Portal. DAISY can be used for low density residential development, such as alterations to your house or the construction of a new secondary dwelling. She cannot help with questions for higher density development such as apartments.
Logging in allows DAISY to provide you with a personalised list of documents for your proposed development and allow you to safely and securely upload your completed documents for validation.
DAISY stores your information securely and in line with Australian privacy laws. This allows you to save progress, upload documents, and return later.
DAISY references planning controls from your council’s Local Environmental Plan (LEP), Development Control Plans (DCPs), and NSW State Environmental Protection Plans (SEPPs). There is sometimes a lag between the update of one of these documents, and the availability of that information in DAISY.
No. DAISY is not connected to Council’s DA tracking systems. You’ll need to check your application status on the NSW Planning Portal or your council’s tracking system.
