About the Master Plan and Rezoning

The NSW Department of Planning, Housing and Infrastructure (DPHI) is publicly exhibiting a proposed State-led rezoning for the Mt Arthur Coal Mine site.

The rezoning proposes to apply the SP4 (Enterprise) zone to parts of the Mt Arthur Coal Mine site and establish a State-assessed development pathway, supporting the site’s transition to employment-generating land uses.

DPHI has worked in collaboration with Muswellbrook Shire Council, NZEA and BHP to prepare a Master Plan that outlines a long-term vision for the site’s transition from mining to a diverse range of future industries.

The Master Plan sets out a generational-scale opportunity to transform the land underlying one of NSW’s largest coal mines into a future-focused Precinct. With BHP’s mining operations ceasing by 2030, the project represents an opportunity to provide new employment-generating land uses for Muswellbrook and the Hunter Region and support coal-producing communities to secure their long-term economic future.

The proposal reimagines more than 5,400 hectares of strategically located land capable of hosting a range of new and emerging industries, alongside rehabilitated areas and existing agricultural activities, creating opportunities for long-term economic growth and employment.
